CARICOM National Six-Month Definite Entry

Every CARICOM national is entitled to enter another CARICOM member state, including Jamaica, and receive an automatic definite stay of six months on arrival, without a visa and without prior permission. This 'hassle-free travel' right covers temporary visits such as tourism, family visits and business. The six-month definite entry does not by itself confer the right to work - that requires a CARICOM Skills Certificate or a work permit. As of 2025 Jamaica had not joined the smaller group of member states (Barbados, Belize, Dominica and St. Vincent and the Grenadines) implementing full free movement with an indefinite right to reside and work; for Jamaica the standard six-month definite entry applies. All arrivals complete the C5 declaration.

Jamaica Visa-Free Tourist Entry

Nationals of more than 100 countries may enter Jamaica without a visa for tourism, visiting family or friends, or short business. Common visa-free durations are up to 90 days for many Commonwealth and Western nationals (Commonwealth citizens often face no fixed cap and are granted leave at the discretion of the immigration officer), while certain other nationalities are admitted for 90, 30 days, or less. The actual period of stay is set by the immigration officer at the port of entry based on the stamp placed in the passport. Visitors must hold an onward or return ticket, sufficient funds, and proof of accommodation, and may not work. Every arriving passenger, regardless of nationality, must also complete the online Immigration/Customs (C5) declaration before arrival; this is a travel formality, not a visa.

Jamaica Visa on Arrival (Port of Entry)

Nationals of a defined group of mainly Eastern European, Balkan and Central Asian countries (marked POE - visa issued at port of entry - on Jamaica's country listing, including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kazakhstan, the Czech Republic, Latvia, Lithuania, Macedonia, Moldova, Monaco, Montenegro and others) may be granted a visa on arrival, typically for a stay of up to 30 days as tourists. Most of these categories require the traveller to hold a valid US, Canadian, UK or Schengen visa and, for several, proof of vaccination against measles, rubella and polio. A visa-on-arrival fee of about US$100 applies. As with all arrivals, the online C5 declaration must be completed. The visa is for short stays and does not permit work.

Jamaica Extension of Stay (Visitor)

A foreign national already in Jamaica who wishes to remain beyond the period stamped in the passport must apply to the Passport, Immigration and Citizenship Agency (PICA) for an extension of stay before the current authorised period expires. If approved, an extension stamp is placed in the passport granting additional time. Extensions are processed within about three working days. Applicants should show a valid passport, evidence of funds and a reason for the longer stay; overstaying without an extension can lead to fines, deportation and re-entry bans. An extension preserves visitor status and does not authorise work.

Jamaica Visitor Visa (Prior to Arrival)

Nationals of countries not eligible for visa-free entry or visa on arrival must obtain a visa before travelling (marked PTA - issued prior to arrival - on Jamaica's country listing). Visas are issued by Jamaican consular offices and certain UK missions. The published consular fees are US$50 for a single-entry visa and US$100 for a multiple-entry visa, plus a US$10 administrative/consular fee; non-Commonwealth nationals and nationals of Nigeria, Pakistan, Sri Lanka, the British Virgin Islands and the Cayman Islands pay the multiple-entry rate. A visa-required traveller who arrives without a visa faces a US$350 fee at the port of entry. The visa is for short visits and does not authorise work; the length of stay is set by the immigration officer at entry.

Jamaica Transit (and Transit Visa)

Passengers transiting Jamaica may generally pass through without a visa for up to 72 hours, provided they hold valid onward travel documents; Cuban nationals are an exception and require a visa for all purposes including transit. Visa-required travellers who need to transit beyond the visa-free transit allowance can obtain a transit visa from a Jamaican consular office at a published fee of US$20 plus the US$10 administrative fee. The traveller must hold a confirmed onward ticket and any visa required for the onward destination. Transit does not permit work or an extended stay.

Jamaica Business Visitor Entry

Short business trips - meetings, negotiations, conferences, exploratory visits - are handled under the same entry framework as tourism: nationals eligible for visa-free entry come for business without a separate visa (some nationalities, such as Brazil and the Dominican Republic, have business/tourism allowances of up to 90 days), while visa-required nationals obtain a visa prior to arrival from a Jamaican consular office at US$50 (single) or US$100 (multiple) plus the US$10 fee. Business visitors may not take up paid local employment; engaging in actual work in Jamaica requires a work permit or exemption from the Ministry of Labour and Social Security. Jamaica Student Status / Extension of Stay (Study)

Foreign nationals studying in Jamaica enter and are then required to attend a PICA office within two weeks of arrival to have a student extension/endorsement placed in the passport. Student status is granted for the duration of the programme of study or until the passport expires, whichever comes first, and is renewed as studies continue. The application requires a letter of registration or acceptance from an educational institution recognised by the Ministry of Education, addressed to PICA's Chief Executive Officer. The process attracts a non-refundable processing fee of JMD 10,000 and is completed within about three working days. Student status permits enrolled study; it does not by itself authorise general employment.

Jamaica Work Permit Exemption

Certain foreign nationals are exempt from the work permit requirement under the Foreign Nationals and Commonwealth Citizens (Employment) Exemptions Regulations 1964 - categories include specified short-term assignments and persons in defined relationships or roles set out in the regulations. Where an exemption applies, the applicant files the Work Permit/Exemption application form requesting exemption rather than a permit, with supporting employer documentation, and the Ministry of Labour and Social Security confirms the exempt status. Exemption removes the permit and its duration-based fees for qualifying categories, but it must be formally requested and granted rather than assumed. Marriage-based exemption for spouses of Jamaicans is handled separately as a Marriage Exemption Certificate.

Jamaica Work Permit

A work permit is the principal authorisation for a foreign national or Commonwealth citizen to be employed in Jamaica, issued by the Ministry of Labour and Social Security under the Foreign Nationals and Commonwealth Citizens (Employment) Act. The prospective employer, contractor or legal representative applies, with the employer documenting efforts to recruit a Jamaican for the role. A non-refundable application fee of JMD 17,250 is paid on submission; on approval the employer pays a permit fee set by duration: JMD 48,875 for up to 3 months, JMD 97,750 for over 3 and up to 6 months, JMD 146,625 for over 6 and up to 9 months, and JMD 195,500 for over 9 and up to 12 months. Permits are tied to the specific employer and position, are non-transferable, and must be renewed (renewal submitted about one month before expiry). Holders should also obtain the matching immigration endorsement from PICA.

CARICOM Skills Certificate (Recognition of Caribbean Community Skilled Person)

Under the CARICOM Single Market and Economy (CSME), skilled nationals of CARICOM member states can obtain a Skills Certificate allowing them to move and work freely in another member state without a work permit or permit of stay. Eligible categories include university and associate-degree graduates, registered nurses, teachers, artistes, musicians, sportspersons, media workers, holders of professional certifications, artisans and certain workers holding a CARICOM Vocational Qualification (CVQ) Level 2, and household domestics with a CVQ Level 2. In Jamaica applications are made through the Ministry of Labour and Social Security (not PICA), without needing a job offer; processing takes about eight weeks. The fee is JMD 2,000 to apply plus JMD 8,000 to collect the certificate. A CARICOM national presenting a Skills Certificate issued by another member state is granted six months' definite entry with an immediate right to work; one issued by Jamaica supports indefinite stay.

  • Work: Holder may work without a work permit; with a certificate issued by another member state, the right to work applies immediately on entry.
  • Study: Free movement under CSME includes the ability to reside and study.
  • Residency: A Jamaica-issued certificate supports indefinite stay; CARICOM nationals also have a separate permanent-residence route.
  • Family: CSME free movement extends to the skilled national's spouse and dependants, who may accompany and reside.

Jamaica Investor Facilitation (JAMPRO)

Foreign nationals coming to Jamaica to establish or invest in a business - rather than to be employed by another entity - are facilitated through the Jamaica Promotions Corporation (JAMPRO), the government's trade and investment agency. JAMPRO guides investors through the approvals process and, working with the Ministry of Labour and Social Security, facilitates the investor's work permit so they can manage their own enterprise; the standard work permit application fee of JMD 17,250 and duration-based permit fees apply. Jamaica does not operate a passive residence-by-investment or citizenship-by-investment scheme, and there is no published minimum investment threshold tied to immigration status; permanent residence later follows the general rules (including the 3-years-employed/business basis). The C5 declaration applies to all arrivals.

Jamaica Marriage Exemption Certificate

A foreign national married to a Jamaican citizen may obtain a Marriage Exemption Certificate from the Ministry of Labour and Social Security, which exempts the spouse from the work permit requirement so they can live and work in Jamaica. The marriage must be at least six months old and both spouses must attend the Ministry in person. The processing fee is JMD 17,250 and the application is processed in up to ten business days. Certificates for male foreign spouses are issued for three years; for female foreign spouses the exemption is valid for the duration of the marriage. Renewals should be submitted about one month before expiry. The MEC underpins the later marriage-based permanent residence application.

  • Work: Spouse may work in Jamaica without a separate work permit while the certificate is valid.
  • Study: Lawful residence permits study alongside the exemption.
  • Residency: Marriage to a Jamaican is a recognised basis for permanent residence; the MEC supports that application.
  • Family: The certificate is for the foreign spouse; children arrange their own status.

Jamaica Returning Resident Concession

The Returning Resident facility is for Jamaican nationals (and certain related persons) who have lived overseas and are coming home to reside permanently, administered by the Jamaica Customs Agency with immigration handled by PICA. To qualify, a person must be a Jamaican national aged 18+ who has resided overseas for the last three consecutive years and is returning to live permanently; eligible categories also include a Jamaican who gave up citizenship and can prove prior status, a non-Jamaican spouse of a Jamaican returning resident, a deportee who has lived overseas for three consecutive years, and students abroad for over one but under three years (with reduced concessions). It mainly provides duty concessions on personal and household effects and tools of trade, claimed once and within six months of approval and arrival. A non-Jamaican spouse should hold an unconditional landing endorsement; the returning Jamaican relies on citizenship for residence.

  • Work: Returning Jamaican citizens have full work rights; a non-Jamaican spouse relies on their unconditional landing/exemption status.
  • Study: Returning citizens and settled spouses may study.
  • Residency: Returning Jamaicans are already citizens; non-Jamaican spouses settle via unconditional landing and may pursue permanent residence.
  • Family: Concession may extend to a returning resident's non-Jamaican spouse and household; family settle on their own immigration basis.

Jamaica Unconditional Landing

Unconditional Landing is a long-term immigration status granted by PICA that allows a foreign national to live in Jamaica indefinitely and to work or study without needing a work permit or student authorisation. It takes the form of a stamp placed in the foreign passport; the stamp is valid while the passport is valid and must be transferred to a new passport on renewal. It is most commonly granted to foreign nationals connected to Jamaica (for example, by marriage to a Jamaican or other defined ties) and is applied for at PICA's local offices or at overseas missions. For minors whose parents or guardians are overseas, notarised written permission and a notarised copy of the parent's government ID are required. Holders of Unconditional Landing by virtue of marriage to a Jamaican are eligible to apply for permanent residence.

  • Work: May work in Jamaica without a work permit.
  • Study: May attend school without a separate student authorisation.
  • Residency: Allows indefinite residence; holders by virtue of marriage to a Jamaican may apply for permanent residence.
