For non-EU family members of a Finnish citizen - a spouse, a registered or cohabiting partner (cohabiting partners need at least 2 years of continuous cohabitation), or a child under 18. Unlike the general family-ties route, a family member of a Finnish citizen is not subject to the standard income requirement and may apply from within Finland. Finnish citizens may also sponsor a limited set of other relatives. Permits are usually granted for 4 years at a time, or 1 year for relationships still being assessed. Finland Residence Permit on the Basis of Remigration (Finnish Origin)

For people of Finnish origin returning to Finland. Eligible applicants are former Finnish citizens (whether by birth or by application) and descendants with at least one parent or grandparent who is or was a Finnish citizen by birth - even if that ancestor later lost the citizenship. Ingrian evacuees of 1943-1944 and those who served in the Finnish army between 1939 and 1945 may also apply, and the language requirement does not apply to them. The remigration route generally requires accommodation in Finland but not means of support, and grants full work and study rights. Applications are filed on paper at a Finnish mission abroad. The Ingrian-Finn remigration programme itself closed to new applicants in 2016, but the former-citizen and descendant routes remain open. Time on the resulting continuous permit counts toward permanent residence.

Finland Permanent Residence Permit (P)

The permanent (P) permit is valid until further notice for non-EU nationals who have lived in Finland on continuous (A) permits. From 8 January 2026 the route was restructured into several paths: six years of A-permit residence with two years of work history and B1 Finnish/Swedish; four years plus annual income over EUR 40,000 (no language requirement); a completed Finnish higher-education degree (A2 or 15 study credits); four years plus a foreign degree and two years of work history; or four years with C1 Finnish/Swedish and three years of work history. The applicant must still meet the conditions of a continuous permit and cannot have disqualifying criminal convictions, and must apply from within Finland through Enter Finland. The P permit does not expire but can be withdrawn on long absence. Online fee EUR 380.
