The short-stay visa (Type C) authorises tourism, family or friend visits, and other short trips to Montenegro of up to 90 days within any 180-day period, issued as single, double or multiple entry by a Montenegrin diplomatic or consular mission. Citizens of around 90 countries and territories (including all EU states, the UK and the US) are visa-exempt for short stays and do not need this visa. Applicants must show a valid passport, proof of the purpose of stay, sufficient means of subsistence (commonly assessed at about EUR 50 per day), travel health insurance and accommodation. The visa does not authorise employment and does not lead to residence. A decision is generally made within 10 days, extendable to 30 days. The short-stay consular fee is EUR 35.

The airport transit visa (Type A) allows nationals of specified countries to pass through the international transit zone of a Montenegrin airport between flights without entering Montenegrin territory. It does not permit leaving the transit area or a stay in the country. Applicants must hold a valid passport, a confirmed onward flight ticket, and, where required, a visa for the onward destination. Most travellers do not need an airport transit visa; it is imposed only on certain nationalities or where there is a migration-risk concern. The visa does not authorise work, study or residence. A decision is generally made within 10 days.

The short-stay visa (Type C) for business covers meetings, negotiations, conferences and similar professional activity in Montenegro for up to 90 days within any 180-day period. Nationals of around 90 visa-exempt countries do not need it for short business trips. Applicants must show a valid passport, an invitation or other proof of the business purpose, sufficient means of subsistence, travel health insurance and accommodation. The visa permits business activity but not local employment, and does not lead to residence. Multiple-entry business visas are commonly issued where regular travel is shown. Temporary residence for the purpose of medical treatment is granted to foreigners undergoing treatment at a healthcare institution in Montenegro for a stay exceeding 90 days. Applicants must provide evidence of the planned treatment from the medical institution and demonstrate the means to cover treatment and living costs, alongside the general conditions of accommodation, health insurance, a valid travel document and a clean criminal record. The permit is issued for the period required by the treatment, up to one year, and is renewable while treatment continues. The Ministry decides within 40 days of a complete application.

Temporary residence for the purpose of secondary or higher education is granted to foreigners enrolled at a recognised Montenegrin school or university for a stay exceeding 90 days. Applicants must enclose a certificate of enrolment or admission, and meet the general conditions of means of subsistence, secured accommodation, health insurance, a valid travel document and a clean criminal record. The permit is issued for up to one year and renewed for the duration of the studies; it may be extended for a period not longer than two years after the planned end of the education. For a minor applying for secondary education, the approval of a parent or legal representative is required. The Ministry decides within 40 days of a complete application.

Temporary residence may be granted for the purpose of specialization, vocational or professional training, or practical training in Montenegro for stays exceeding 90 days. Applicants must show the basis of the training (an agreement or programme with a Montenegrin host institution or employer) along with the general conditions: means of subsistence, accommodation, health insurance, a valid travel document and no disqualifying criminal record. The permit is issued for up to one year and may be extended in line with the training programme. The Ministry decides within 40 days of a complete application. Montenegro's special digital-nomad residence regime, launched under the 2021 Programme for Attracting Digital Nomads, is for foreigners who work remotely (employed or via their own company) for an entity not registered in Montenegro. The permit is issued for up to two years and can be extended once for up to two more years (four years total); a new permit may be issued six months after expiry. The income requirement is tied to three times the Montenegrin minimum wage, equating to roughly EUR 1,800 per month in 2026 (the minimum wage being EUR 600 or EUR 800 depending on qualification level). Foreign-source income earned by digital nomads is exempt from Montenegrin personal income tax. Applicants apply in person after legal entry; the Ministry decides within 40 days.

Foreign entrepreneurs and self-employed professionals can obtain temporary residence by registering a company in Montenegro (or as a sole proprietor) and acting as its founder or director. The permit is issued for up to one year and is renewable. Under the Law on Foreigners amendments in force from 17 January 2026, a foreigner who owns more than 51% of a company or serves as its executive director may have the unified residence and work permit extended only if the company employs at least three full-time workers (at least one a Montenegrin citizen) and paid at least EUR 5,000 in taxes and social contributions in the previous year. Applicants must also meet the general conditions of means of subsistence, accommodation, health insurance, a valid passport and a clean criminal record.

Since July 2021 Montenegro grants employment through a single unified permit (jedinstvena dozvola) that combines temporary residence and work authorisation in one card, based on a contract with a specific Montenegrin employer. The number of permits is capped by an annual quota set by the Government; the 2026 quota totals 28,988 places (21,668 employment permits, 2,320 seasonal, plus a 5,000 reserve). The permit is issued for up to one year and is renewable while employment continues. Applicants must meet general conditions (means of subsistence, accommodation, health insurance, valid passport, clean criminal record) and provide the employer's contract. From 2026, IT and healthcare professionals benefit from simplified procedures. The Ministry decides within 40 days of a complete application.

Montenegro issues seasonal work permits for time-limited employment in tourism, hospitality, agriculture and similar seasonal sectors, drawn from a dedicated annual quota (2,320 seasonal places within the 28,988-place 2026 total). The permit is tied to a specific employer and sector and is granted for the duration of the season, typically up to nine months. Applicants must meet general conditions (means of subsistence, accommodation, health insurance, valid passport, clean criminal record) and provide the seasonal employment contract. Seasonal stays generally do not count toward the five years of continuous residence required for permanent residence.

Temporary residence for the purpose of managing owned real estate is available to foreigners who own property in Montenegro. Following policy tightening, the property must have a minimum taxable value of EUR 150,000 as assessed by the Tax Authority, be registered in the cadastre (Katastar) and free of debts and legal disputes, with all property taxes settled. The permit is issued for one year and is renewable annually while ownership is maintained. Applicants must also show means of subsistence (commonly evidenced by a bank deposit of around EUR 3,650), health insurance, accommodation and a clean criminal record. This permit does not by itself grant the right to work in Montenegro. The Ministry decides within 40 days of a complete application.

Temporary residence for family reunification is granted to close family members of a foreigner who holds temporary or permanent residence in Montenegro (or of a Montenegrin citizen). Eligible members typically include the spouse, minor children and, in some cases, dependent parents. Applicants must prove the family relationship and that the sponsor meets the means-of-subsistence, accommodation and health-insurance conditions, together with a valid travel document and a clean criminal record. The permit is aligned to the sponsor's residence and is issued for up to one year, renewable. In some cases this permit grants free access to the labour market. Temporary residence on humanitarian grounds may be granted to a foreigner where humanitarian considerations justify the stay, including victims of trafficking, unaccompanied minors, persons whose removal would be unreasonable, and others recognised under the Law on Foreigners. Standard means-of-subsistence and other general conditions may be relaxed given the humanitarian basis. The permit is issued for up to one year and is renewable while the grounds persist. This status is distinct from international protection (asylum/subsidiary protection) granted under Montenegro's asylum legislation. The Ministry decides within 40 days of a complete application.

Permanent residence may be granted to a foreigner who has lawfully resided in Montenegro for five continuous years on temporary residence (or holds approved additional protection under asylum law) immediately before applying. Continuity is preserved if absences do not exceed 10 months in total or six months at a stretch; time spent on secondary education, property disposal or seasonal work does not count. Exceptionally, permanent residence may be granted with less than five years for humanitarian reasons or where it is in Montenegro's interest. Applicants must show a valid travel document, means of subsistence, health insurance, accommodation and a clean record. The permit is issued for five years (two years for children under four) and is renewable; the Ministry decides within six months. After five years of permanent residence holders may become eligible for naturalisation.
