Grants an indefinite right to live and work in Norway and extra protection against expulsion. Applicants must normally have held a permit forming a basis for permanent residence for at least 3 years (some permit types require 5), have earned at least NOK 341,373 before tax in the 12 months before applying (for ages 18–67), passed an oral Norwegian language test at level A2 or higher and a social studies test in a language they understand, and have no serious criminal record. From 1 September 2025 the requirement to complete Norwegian-language and social-studies courses was removed; applicants must instead pass the relevant tests. The permanent-residence card is renewed every 2 years. The application fee is NOK 4,000 for adults and NOK 2,000 for children.

Family: Permanent residents may sponsor family immigration subject to the standard requirements.
