The application must be filed in the 3 months before the temporary carnet expires (with a 1-month grace period subject to a fine; after that only a temporary extension of up to 6 months is available). The permanent carnet is of indefinite validity but the physical card must be renewed every 10 years, and it gives access to a 10-year Paraguayan identity card. Applicants must again show economic solvency appropriate to their profile (university or technical degree, employment with salary and employer RUC, business RUC with tax compliance, pension certificate, property title for farmers/ranchers, or a maintenance declaration for dependents). The fee is Gs. 2,787,550 plus a Gs. 223,004 radicacion certificate. Admission of documents does not guarantee approval; the DNM may request additional documents. Permanent residents may later apply for Paraguayan naturalisation after the period of continuous legal residence required by the Constitution and nationality rules (generally three years of permanent residence).
