The short-stay visa (Visa C) is a permission to enter, transit or stay in Serbia for up to 90 days within any 180-day period. It is issued for tourism, business and other short travel for one, two or multiple entries, and the validity is counted from the date of first entry. Many nationalities are visa-exempt for short stays and do not need it; nationals of visa-required countries apply at a Serbian diplomatic-consular mission or, where available, electronically. A Visa C does not by itself create grounds to apply for temporary residence: a foreigner intending to stay longer than 90 days must obtain a long-stay Visa D or, if entering visa-free, apply directly for temporary residence after arrival. The standard consular visa fee is approximately EUR 60, though it varies by nationality under reciprocity and certain bilateral agreements.

The short-stay Visa C issued for business purposes lets foreign nationals enter Serbia for meetings, negotiations, conferences, trade fairs and other commercial activities for up to 90 days within any 180-day period, with single, double or multiple entries. It is the business variant of the standard short-stay visa and does not authorise taking up local employment or paid work. Nationals of visa-exempt countries do not need it. A business invitation from a Serbian company is normally required. To remain longer than 90 days or to work locally, a Visa D and a single residence-and-work permit are required instead.

Medical treatment or care is a recognised temporary-residence and Visa D ground for foreign nationals undergoing treatment, recovery or care in Serbia, and for an accompanying carer where needed. The permit is issued for the duration required by the treatment, generally up to one year and renewable while treatment continues. Applicants must show confirmation from the Serbian health institution, the means to cover treatment and living costs, and health coverage. It is a purpose-bound stay and does not confer work rights.

Foreign nationals enrolled at a Serbian educational institution obtain a long-stay Visa D for education and then a temporary residence permit for the duration of studies. Required documents include a certificate of registration of the educational institution, a certificate of completed enrolment stating the start date and duration of studies, and a certificate of the previous level of education with a certified translation, plus proof of health insurance, proof of financial means for living costs, and an invitation letter. Residence on study grounds counts only at half-rate toward the three-year continuous-residence threshold for permanent residence. Students may switch to a work basis after graduating.

Serbia offers government and bilateral scholarship programmes that fund foreign students to study in Serbia, covering free tuition, accommodation and meals in the student-standard system, a monthly allowance and health insurance. Scholarship holders attend free intensive Serbian-language courses on arrival before starting their programmes, and receive Ministry of Education assistance with translation and recognition (nostrification) of prior diplomas through the Qualifications Agency. Selected scholars regulate their stay through the education residence route. The scholarship is tied to the study programme's duration and does not itself create a permanent-residence path beyond the standard study rules.

Self-employment is recognised as a work basis under the single permit and is the practical route for freelancers, consultants and entrepreneurs who set up a Serbian company (becoming a member of a legal entity) or register as an independent entrepreneur. For founders of a legal entity the temporary residence is generally issued for 1 year initially, extendable for up to 1 year at a time, while the single (residence-and-work) permit can run up to 36 months. No statutory minimum capital is prescribed for a standard limited company, and there is no fixed government income threshold; applicants must show registration with the Business Registers Agency, means of subsistence and health insurance. This is also the closest in-country option for remote workers, as Serbia has no dedicated digital-nomad visa. After three years of continuous residence the holder may apply for permanent residence and, later, naturalisation.

Like the founder category, it is generally issued for 1 year initially and extendable for up to 1 year at a time while the conditions remain met. There is no published minimum capital; assessment focuses on the registered start-up entity and the founder's role. The single permit combines temporary residence and work authorisation in one document issued for up to 36 months (3 years) and renewable for the same period while the grounds persist. It covers employment under a contract, self-employment, intra-company transfers, referred persons under business-cooperation agreements, independent professionals, and training/internship. Applications are filed exclusively electronically on the welcometoserbia.gov.rs Foreign Nationals' Portal, by the foreigner or the employer. For an employment contract, the employer must first initiate a labour-market test. Visa-free nationals can apply directly after entry; others first obtain a Visa D. Administrative fees are set under the Law on Republic Administrative Fees and the MoI services regulation (commonly cited around RSD 22,000-23,000 in total). After three years of continuous residence, the holder may apply for permanent residence.

The long-stay Visa D issued for employment allows a foreign national to enter Serbia and stay and work for up to 180 days (the visa is valid between 90 and 180 days). A holder of a Visa D for employment automatically meets the conditions to begin working on arrival, without a separate work permit during the visa period. It is the standard route for nationals who require a visa to enter; visa-free nationals can instead apply directly for the single residence-and-work permit after arrival. To remain beyond 180 days with the same employer, the holder must apply for a single (residence-and-work) permit, which the employer typically initiates together with a labour-market test. Seasonal work is a dedicated purpose for the long-stay Visa D and for temporary residence. A foreign national residing in Serbia on a Visa D issued for seasonal work, or on temporary residence based on seasonal work, can be hired without obtaining a separate single residence-and-work permit. The employer may engage the seasonal worker for up to 120 working days in a calendar year and registers/deregisters them electronically with the Tax Administration. The Visa D itself is valid up to 180 days. This is a temporary, non-residence-building route used mainly in agriculture and similar sectors, and does not lead to permanent residence.

Ownership of real estate in Serbia is a recognised ground for temporary residence on the official Foreign Nationals' Portal. The applicant must demonstrate registered ownership of immovable property in Serbia; there is no published minimum property value. The permit is granted for up to one year initially and is renewable while the ownership and other conditions (subsistence, health insurance, registered address) remain satisfied. The investor basis grants temporary residence to foreign nationals who invest in a registered Serbian legal entity or business activity. Under the official portal's categorisation, the investor category receives temporary residence for 6 months, extendable for up to 1 year at a time if the conditions are met (the related founder and talent categories are issued for 1 year). Serbia operates no formal 'golden visa' with a fixed minimum investment threshold; eligibility is assessed on the substance of the investment and the entity's registration rather than a published capital floor. Family reunification grants temporary residence to family members of a Serbian citizen or of a foreign national who holds approved temporary or permanent residence or asylum in Serbia. Eligible members include spouses, extramarital (de-facto) partners, minor children and other close family members. The permit is usually issued for up to three years and is renewable while the family ties and conditions persist. A significant benefit: an adult granted residence on the basis of family reunification with an adult foreign citizen automatically obtains the right to work in Serbia. Serbian origin is a recognised temporary-residence ground for foreign nationals who can demonstrate Serbian descent. It is also a favourable route to citizenship: under Article 23 of the Citizenship Law, a person of Serbian descent aged 18+ with legal capacity who submits a written statement that they consider Serbia their country may be admitted to citizenship without first holding permanent residence and without being required to renounce their existing nationality. The temporary residence permit on this basis is issued for up to three years and renewable. Applicants must evidence the family/ethnic connection (e.g. ancestors' birth or citizenship records). This is the principal repatriation/diaspora pathway for the Serbian community abroad.

The talent basis is a temporary-residence ground for highly qualified foreign nationals whose professional qualifications have been recognised by the competent Serbian authority. Serbian citizenship by admission (naturalisation) generally requires the applicant to be 18+ with full legal capacity, to have held registered permanent residence in Serbia for at least three years without interruption, to be released (or to provide evidence of forthcoming release) from any previous foreign citizenship, and to submit a written statement that they consider Serbia their country. Favourable variants do not require renunciation of the prior nationality: a spouse married for at least three years to a Serbian citizen who holds permanent residence, emigrants and their descendants, and persons of Serbian ethnic origin (admitted under Article 23 without prior permanent residence). The Ministry of the Interior decides applications filed through local authorities or Serbian diplomatic-consular missions. Serbia does not operate a citizenship-by-investment programme; exceptional naturalisation in the state's interest is discretionary.

Permanent residence is granted after three years of continuous residence in Serbia on approved temporary residence or single-permit grounds, with absences not exceeding ten months in total or a single absence of six months. Time spent on study grounds counts only at half-rate toward the three-year threshold. Applications are filed (between 60 days before and the expiry of the current temporary residence) with passport, photo, proof of means of subsistence, health insurance, registered Serbian address and proof of fee payment, plus justification of the underlying basis. Certain people are exempt from the three-year requirement: minor children of a Serbian citizen or permanent resident, foreign-born persons with Serbian citizen parents, and persons of demonstrated Serbian descent. Approved permanent residents receive a biometric foreigner ID card valid for five years and renewable (two years for minors under 12). Permanent residence can be lost through continuous absence abroad over one year, relocation, or misrepresentation.
