Every way into Ukraine.

Nationals of around 60 countries, including the EU/Schengen states, the United States, Canada, the United Kingdom, Australia, Japan and South Korea, may enter Ukraine without a visa for tourism, visiting, or short business for up to 90 days within any 180-day period. CIS partners such as Armenia, Azerbaijan, Georgia, Kazakhstan, Moldova and Uzbekistan have long-standing visa-free access. Travellers must hold a passport valid for the period of stay, may be asked at the border for proof of funds, accommodation and a return ticket, and (since 2018) carry travel medical insurance for the trip. Visa-free entry confers no work or study rights and does not lead to residence; stays beyond 90 days require a long-term D visa. Note: a nationwide martial law and a foreign-travel advisory have been in force since the full-scale invasion in February 2022, so entry conditions can change at short notice.

The electronic visa lets nationals of around 45 listed countries that otherwise need a visa apply online at evisa.mfa.gov.ua for a short stay of up to 30 days for tourism or a private visit. It is issued as a single-entry (USD 20) or double-entry (USD 30) visa, with a decision within 3 business days; an urgent option gives a decision in 1 business day for double the fee (USD 40 / 60). Applicants upload a passport valid at least 3 months beyond departure, a 35x45 mm photo, travel medical insurance with at least EUR 30,000 cover, and proof of funds. The e-Visa does not authorise work, study or residence. Ukraine relaunched the e-Visa on 19 February 2025 after suspending it in 2022.

The short-term Type C visa is the consular sticker visa for nationals who need a visa and are not e-Visa eligible, or who need more than the e-Visa allows. It permits stays of up to 90 days within any 180-day period for tourism, family or private visits and short business. It is issued single, double or multiple entry, usually valid for 6 months and up to 5 years. Beyond the standard passport, photo, EUR 30,000 travel insurance and proof of funds, applicants attach documents confirming the business purpose, such as an invitation from a Ukrainian company. The category is also available to civil servants on official trips and to journalists and media representatives.

Foreign students admitted to a Ukrainian higher-education institution enter on a D-13 long-term visa, issued on the basis of an official invitation to study registered with the State Migration Service. This route is widely used by experts, trainers and advisers on donor and reconstruction programmes. Foreigners hired by a Ukrainian employer first obtain an employment permit, issued by the State Employment Service for up to 1 year (up to 3 years for special categories such as company founders, posted workers and Diia.City staff) and renewable an unlimited number of times. The employer's permit application is decided within about 7 working days, with a state charge tied to the duration. On that basis the employee applies for a long-term D-04 visa (multiple entry, valid up to 90 days) to enter Ukraine, then must apply within the stay for a temporary residence permit matching the contract. Employees posted to the Ukrainian office of a foreign company (D-08), a foreign bank's branch (D-09) or a foreign non-governmental organisation registered in Ukraine (D-07) enter on the matching long-term D visa, valid up to 90 days for multiple entry, then apply for a temporary residence permit on the ground of working at a foreign representative office. Foreigners who found or participate in a Ukrainian legal entity can enter on a D-12 long-term visa and then secure a temporary residence permit as a company founder or beneficiary, typically combined with an employment permit for their own company. Special-category founder/beneficiary employees may be paid the ordinary minimum wage rather than the higher ~10x threshold, and their employment permit can run up to 3 years. Ukraine has no passive golden-visa scheme: this is an active-business route requiring a genuine, registered company. The temporary residence permit is the in-country status that legalises long-term stay after a foreigner enters on a long-term D visa. The State Migration Service issues it on a defined ground: employment, posting to a foreign representative office or bank, religious activity, technical-assistance or cultural/scientific/sport/volunteer projects, NGO or media work, business investment, study, or family reunification. It is generally valid for one year and renewable (study and employment permits match the programme or contract; investment permits run two years), and documents to renew must be filed at least 15 working days before expiry. State charges total roughly UAH 1,140 (a small state charge plus an administrative-service fee and the biometric blank), and a decision is made within 15 working days. Biometric residence cards are also accessible through the Diia app. The permit gives lawful residence and, after enough years, can support an application for an immigration (permanent) permit.

Foreigners who make a foreign investment of at least USD 100,000 into the share capital of a Ukrainian company may obtain an immigration permit outside the migration quota, the main investor route to Ukrainian permanent residence. The investment must be confirmed by a Ukrainian bank certifying that the funds were credited as a contribution to the company's authorised capital. With the immigration permit granted, the State Migration Service issues a permanent residence permit, a biometric card valid for 10 years (exchanged at certain ages), within 15 working days; the immigration-permit decision itself can take up to a year, in practice 3-6 months. Ukraine has no passive golden-visa or citizenship-by-investment scheme, so this active-investment immigration permit is the closest equivalent. Permanent residents may work without a permit and live in Ukraine indefinitely.
