The short-stay (C) Schengen visa allows tourism, family visits, transit or other short stays of up to 90 days in any 180-day period across the entire Schengen area, not only Lithuania. It is required for nationals of countries not covered by Schengen visa-waiver agreements; many nationalities (all EU/EEA citizens, and visa-exempt third countries such as the USA, UK, Canada, Japan, Australia and New Zealand) do not need it for short stays and may simply present a valid passport. The standard fee is EUR 80 (EUR 45 for children aged 6-11; free for children under 6), and a separate service-provider fee applies where an external partner such as VFS Global is used. Applications are made at a Lithuanian diplomatic mission or accredited external service provider and are normally decided within 15 calendar days, extendable to 30 and exceptionally up to 60 in individual cases. The visa may be issued for single, double or multiple entry, with the validity window covering the authorised travel dates within a maximum 180-day reference period. It does not grant the right to work or to enrol in long study programmes and does not lead to residence; long stays require a national visa (D) or a residence permit. From 1 October 2025 applications are filed through the Lithuanian Migration Information System (MIGRIS).

Where the traveller intends to leave the transit zone or stay overnight landside, a short-stay (C) visa is required instead. The A visa confers no work, study, residence or family-accompaniment rights; it is purely a connecting-flight facilitation document and cannot be converted into any longer-stay status.

The standard fee is EUR 80 (reduced rates for children; a service fee applies through external partners). A business invitation letter from the Lithuanian host company, stating the purpose, dates and who bears costs, is the key additional document, alongside proof of the applicant's employment or company and of sufficient funds. The visa permits business activities but does not authorise taking up local employment: remunerated work for a Lithuanian employer requires a work permit plus a national visa (D) or a residence permit. The visa may be single, double or multiple entry. Decisions are normally made within 15 calendar days, extendable to 30 and exceptionally up to 60. Nationals of visa-exempt countries (such as the USA, UK, Canada, Japan, Australia and New Zealand) can attend short business meetings without any visa, provided the overall stay stays within the 90/180 limit. The business visa confers no path to residence; founders or investors intending to operate a Lithuanian company longer-term should instead pursue the startup visa, business/investor permit or an employment-based route.

Non-EU students admitted to a recognised Lithuanian higher education institution (or a student exchange) can obtain either a national long-term visa (D) valid up to one year and non-renewable, or a temporary residence permit (TRP) valid up to two years and renewable. Most students take the national visa for the first year and switch to a TRP for subsequent years while in Lithuania. Applicants must show sufficient funds (a benchmark of one minimum monthly salary, about EUR 1,038-1,153/month in 2026) and health insurance (EUR 30,000 for the national visa, EUR 6,000 for the TRP). The TRP state fee is EUR 120 (general, 2-month decision) or EUR 240 urgent. Students may work up to 20 hours per week during term (doctoral students without limit) and can apply for a 12-month job-search permit after graduation. Study time counts toward the 5-year residence needed for permanent residence.

Lithuania has no dedicated digital-nomad visa, but remote workers and freelancers use the national long-term visa (D) issued for 'other legitimate activity'. This route is available chiefly to nationals of a defined list of countries (including Australia, Canada, Japan, New Zealand, South Korea, the UK and the USA) intending to engage in self-employment, remote work / individual activity or volunteering, with no local employer or labour-market test required. Applicants must show legitimate activity (e.g. an individual-activity certificate or contracts), sufficient funds of at least one minimum monthly salary per month for the stay, health insurance and a clean criminal record. The visa is valid up to one year, is non-renewable as a visa, and holders who establish ongoing activity may seek a temporary residence permit. The Startup Visa lets non-EU founders of innovative, scalable businesses settle in Lithuania without the usual capital or employee thresholds of the ordinary business permit. An expert panel (under the Ministry of the Economy and Innovation, with Startup Lithuania / Innovation Agency and Invest Lithuania) assesses the business idea for innovation and growth potential; on a positive evaluation the applicant receives a temporary residence permit valid for two years. It is renewable for a further three years if the State Agency for Innovation confirms the startup is genuinely being developed and the founder has the qualifications, funding and business plan to continue. The founder must register the company and begin the planned activity within 120 days of receiving the permit. Family members can apply for residence permits at the same time. The TRP state fee is EUR 160 (EUR 320 urgent).

It requires a higher education diploma, or for ICT roles at least three years' relevant experience in the last seven years, plus an employment contract or binding offer of at least six months. The salary must be at least 1.5x the average gross monthly wage (about EUR 3,165/month on a ~EUR 2,110 average), reduced to 1.2x (about EUR 2,532/month) for occupations on the high value-added shortage list. The card is valid for 36 months, or the contract length plus three months if shorter, and is renewable. Family reunification is immediate, and time spent in other EU states under a Blue Card can be aggregated toward EU long-term resident status. The state fee is EUR 160 general (1-month decision) or EUR 320 urgent (15 days).

A temporary residence permit for non-EU nationals who own or manage a Lithuanian company actively trading for at least six months before applying. The company must have equity capital of at least EUR 28,000, of which at least EUR 14,000 is the applicant's own investment, and must employ Lithuanian, EU/EFTA or permanently resident staff whose combined salaries equal at least two average gross national salaries. The applicant must be the company manager, a shareholder or a member with a substantial stake (for an AB/UAB, at least one third of the authorised capital, with share par value of at least EUR 14,000) and demonstrate genuine economic activity (invoices, contracts, accounts). The permit is usually issued for two years and is renewable. After five years of continuous legal residence the holder may apply for permanent residence, and citizenship by naturalisation becomes possible after ten years.
