The short-stay visa (symbol C) admits non-EU nationals for tourism, business, visiting family, transit or other non-immigration purposes, for single or multiple stays not exceeding 90 days in any 180-day period. Applications are prepared through the Ministry of Foreign Affairs eVisa portal (evisa.mae.ro), where documents are uploaded and verified before a consular appointment. Romania became a full Schengen member on 1 January 2025, so this visa now follows Schengen short-stay rules; visa-exempt travellers do not need it (ETIAS authorisation is expected to apply from late 2026). The standard short-stay visa fee is EUR 80. The visa does not lead to a residence permit; staying longer requires a long-stay (type D) visa applied for from abroad.

Applicants must show admission and tuition payment (at least one year) and means of support at least equal to the guaranteed minimum gross national salary for the stay; some Romanian-state scholarship holders and exchange participants are exempt from the means test. The visa fee is EUR 300. The 90-day visa converts to a residence permit for studies covering the study period (renewed yearly). Students may work without a separate work permit under a part-time employment contract of up to 6 hours per day.

The applicant must hold a signed professional-training contract and prove means of subsistence at least equal to the average gross monthly salary in the economy for the whole period. For non-EU remote workers and business owners who carry out their activity for an employer or company registered outside Romania. Applicants must prove they have worked remotely as an employee or have owned/managed a company outside Romania for at least 3 years at the date of application, and must demonstrate income of at least 3x the average gross monthly Romanian salary in each of the last 6 months. With the 2025 reference average gross salary of about RON 8,910/month, the threshold is roughly RON 26,730/month (about EUR 5,300-5,600/month, varying with the exchange rate). The activity must not target the Romanian labour market. The 90-day double-entry visa converts, within the validity period, to a residence permit issued by the General Inspectorate for Immigration (IGI), typically valid up to 12 months and renewable. Tax exemption applies for the salary income while the holder spends under 183 days in Romania in a 12-month period.

The employer applies to IGI for a highly qualified worker permit (RON equivalent of EUR 100) for a job of at least 6 months requiring higher professional qualifications; the salary must meet the legal multiplier of the average gross salary in Romania set annually by Government Decision. After the permit, the worker applies for the D/AM long-stay visa (EUR 120) abroad, then obtains the EU Blue Card residence permit. After 12 months of legal highly qualified employment, the holder may change employer more freely, benefits from facilitated family reunification (no minimum prior-residence wait), and enjoys EU intra-mobility to other member states.

For family members of non-EU nationals legally resident in Romania. The sponsor must generally hold a temporary residence permit valid for at least one year (researchers, EU Blue Card and ICT holders may sponsor with shorter permits), and must show suitable accommodation and income exceeding personal needs by at least the net minimum wage for each family member. IGI first decides the reunification request within 3 months; the approved family member then applies for the D/VF visa abroad within 60 days. Eligible members are mainly the spouse, unmarried minor children (including adopted), dependent first-degree ascendants and adult children who cannot support themselves for medical reasons. For family of Romanian citizens the family-reunification visa fee is EUR 120 (a separate higher fee applies in some sub-categories). Once resident, the family member can build toward long-term residence after 5 years.

Applications are filed with the National Citizenship Authority (Autoritatea Nationala pentru Cetatenie, ANC) or at Romanian consulates; the procedure itself is free of charge. Romania permits dual citizenship, and Romanian citizenship confers EU citizenship.

The residence permit can be extended for up to 5 consecutive years based on the hosting agreement, and researchers benefit from EU intra-mobility rules; the route may build toward long-term residence.

For non-EU nationals carrying out voluntary work for a non-profit host organisation in Romania under a signed volunteer agreement. The host organisation must take responsibility for accommodation, support, medical insurance and removal costs, and a civil-liability insurance policy is required. The minimum age is 14 (minors need parental consent). The visa fee is EUR 300. The residence permit lasts for the term of the volunteer contract, capped at a total of one year; it does not lead to permanent residence.

Holders of study permits, asylum seekers, short-stay or diplomatic visa holders and seasonal workers are excluded. IGI decides within 6 months (extendable by 3 months).
