Seychelles is visa-free for every nationality, but all travellers must obtain a pre-arrival electronic Travel Authorisation through the official Seychelles Electronic Border System (SEBS) before departure. It is used for tourism, holidays and visiting friends or family. On arrival a free Visitor's Permit of up to three months is issued at the border; this can be extended in successive three-month periods up to a maximum of twelve months for SCR 5,000 per extension. The standard Travel Authorisation fee is EUR 10 with approval within about 24 hours; premium (EUR 30, about 6 hours) and urgent (EUR 70, about 60 minutes) processing tiers are also offered. Applicants must show a valid return or onward ticket, confirmed accommodation and sufficient funds for the stay.

The Student's Permit is granted to a non-Seychellois who is not a visitor and who has been accepted to follow a course of study at an approved educational institution in Seychelles. The permit is issued for one year or part thereof and is renewable for the duration of the course. The fee is SCR 1,000 processing plus SCR 1,500 per year or part of a year of study, payable on approval. A Student's Permit does not allow the holder to work in Seychelles under any circumstances. Applicants must provide proof of acceptance and evidence they can financially support themselves for the course.

The Workcation Retreat Programme, introduced in April 2021, lets remote workers, freelancers and online-business owners live in Seychelles for up to twelve months while working for foreign employers or clients. It is approved through the Seychelles Electronic Border System and does not authorise employment with a Seychelles-based company, so it does not trigger local income tax or employment obligations. The initial stay is up to twelve months and is not renewable as a continuous extension, though a fresh application may be made. Applicants must show proof of remote employment or business, accommodation in Seychelles and financial means to support themselves. The application fee is published at around EUR 45.

Non-Seychellois who wish to run their own registered business in Seychelles apply for a self-employed Gainful Occupation Permit. Anyone intending to set up a business must first submit a Project Memorandum to the Seychelles Investment Board (SIB) for consideration, and foreign partners in a business require SIB approval. The applicant must hold a valid business licence and company registration documents. As with the employee GOP, the fee is SCR 1,000 processing plus SCR 500 per month or part thereof, and the worker may not begin trading before the permit is issued. The self-employed GOP underpins the eventual permanent-residence-by-investment route after five years of qualifying business association.

The Gainful Occupation Permit (GOP) is the main work permit required by every non-Seychellois who wants to be gainfully occupied in Seychelles, whether full-time or part-time, paid or unpaid. The employer applies on the worker's behalf and must first obtain employment approval (Certificate of Entitlement) from the Ministry of Employment and Social Affairs. The worker must not enter Seychelles to take up the job before the GOP is issued. The fee is SCR 1,000 processing plus SCR 500 for each month or part of a month of the permit's duration, so validity is set to the requested employment period. Permits can be collected one to five days after submission. A medical fitness certificate is mandatory for any employment longer than one month.

The Residence Permit allows a non-Seychellois to reside in Seychelles without engaging in employment. Applicants must not be prohibited immigrants and must show family or domestic connections to Seychelles or that they have made (or will make) special contributions to the country's economic, social or cultural development. A bank guarantee of at least SCR 20,000 is held by the Chief Immigration Officer, and applicants must produce documentary evidence of their financial standing. The permit is granted for five years; fees are SCR 1,000 processing plus SCR 150,000 for the main applicant, SCR 75,000 for a spouse applying simultaneously and SCR 25,000 per child endorsement. Holders must spend at least five days in Seychelles in each twelve-month period and are not entitled to free public medical services or social security. The permit does not authorise gainful occupation.

The Dependant's Permit lets a Seychellois citizen sponsor a non-citizen spouse or minor child to reside in Seychelles. The dependant must not be a prohibited immigrant and must not already hold another residence or work permit. The fee is SCR 1,000 processing plus SCR 1,000 per year of validity, and a security bond is also required. The permit lapses if the holder does not enter Seychelles within twelve months of issue, remains absent for more than twelve months, breaches its conditions, is convicted under immigration law or is deported. A Dependant's Permit does not allow the holder to work; employment requires a Gainful Occupation Permit. The same Dependant's Permit framework is used to endorse dependants of GOP and residence-permit holders.

Permanent Residence allows long-settled investors and qualifying foreign nationals to reside in Seychelles indefinitely. The principal investment route requires an investment of at least USD 1 million in a business in Seychelles, at least five years of business association tied to that investment, and not less than five years of prior residence on a Gainful Occupation Permit or Dependant's Permit. Applicants must show financial means to support themselves for a year, must not have been continuously absent for more than a year without ministerial consent, must have no Seychelles prison sentence over one year and must not be a prohibited immigrant. Fees are SCR 1,000 processing on application plus an approval fee of SCR 350,000 if granted. Approved permanent residents may purchase residential land from government at half the standard sanction fees.
