The ASAN Visa is Azerbaijan's official electronic single-entry visa issued through the evisa.gov.az portal for nationals of more than 90 eligible countries travelling for tourism or a short visit. It permits a single entry within 90 days of issue and a stay of up to 30 days. The standard fee is USD 25 (a USD 20 state fee plus a USD 5 service fee) with processing in three working days; an urgent option costs USD 60 and is processed within three hours. The visa does not authorise work, study or residence; the printed e-visa is presented on arrival. The transit visa allows a foreigner to pass through Azerbaijan en route to a third country. It is valid for up to 30 days and permits a stay of up to five days during the passage. The fee is USD 20. Foreign nationals admitted to a recognised Azerbaijani educational institution enter on an ordinary study visa (science and education category) issued by a consulate or, for eligible nationals, the ASAN e-visa, then convert to a temporary residence permit for full-time study under Article 45 of the Migration Code. Foreign applicants register at portal.edu.az and complete recognition (nostrification) of prior diplomas before receiving a letter of registration. Foreigners intending to take paid employment in Azerbaijan need both a work permit and a temporary residence permit. A foreigner who owns real estate in Azerbaijan worth at least AZN 100,000, or who holds a fixed-term bank deposit or qualifying state/investment securities of at least AZN 100,000, may obtain a temporary residence permit on these asset-based grounds under Article 45 of the Migration Code. The permit is generally issued for one year and renewable for up to one year at a time. For a permanent residence permit on these grounds the thresholds double to AZN 200,000 in real estate, deposits or securities, after at least two years of continuous temporary residence. This is a residence-by-property route, not citizenship by investment.

Azerbaijan offers residence by investment (not citizenship by investment): a foreigner who invests at least AZN 500,000 in the country's economy may obtain a temporary residence permit on this ground under Article 45 of the Migration Code. After at least two years of continuous temporary residence the investor may apply for a permanent residence permit, where the same AZN 500,000 economic-investment threshold applies. The permanent residence permit is granted to foreigners and stateless persons who have lawfully held a temporary residence permit in Azerbaijan for at least two years on an approved ground, under Article 52 of the Migration Code. Qualifying grounds include close family ties to an Azerbaijani citizen, investment of at least AZN 500,000 in the economy, real estate or bank deposits or securities of at least AZN 200,000, highly qualified specialist status, leadership of a legal entity with foreign founders, and entrepreneurship. The permit is issued for five years and may be extended indefinitely for further five-year periods. Applications should be filed at least three months before the temporary permit expires.
