Nationals of most countries enter Singapore without a visa and are granted a Short-Term Visit Pass on arrival, typically 30 days (90 days for nationals of the US, UK, EU, Australia, South Korea and some others). The pass covers tourism, social visits and general business meetings; extensions can be requested via ICA. All travellers must submit the free SG Arrival Card (SGAC) with electronic health declaration within 3 days before arrival - the SGAC is a registration requirement, not a visa.

Nationals of Assessment Level I and II countries (e.g. India, China, CIS states, most Middle East and African countries) need an entry visa before travelling. Applications are lodged electronically via a Singapore local contact, authorised visa agent or overseas mission; the visa is issued as an e-Visa, usually multiple-journey, and costs S$30 (non-refundable). The visa is pre-entry permission only - the actual stay (typically a 30-day Short-Term Visit Pass) is decided by ICA officers at the checkpoint.

Nationals of selected visa-required countries (including China and India) transiting through Singapore by air to or from a third country may enter without a visa for up to 96 hours under the VFTF. Travellers must hold an onward air ticket departing within 96 hours and meet entry-facility requirements for the next destination. Grant of the facility is at the discretion of ICA officers at the checkpoint; the SG Arrival Card must still be submitted.

Required for foreigners taking approved full-time courses in Singapore (universities, polytechnics, government and private institutions); part-time and evening/weekend courses do not qualify. Applications go through ICA's SOLAR system after admission: S$30 non-refundable processing fee, plus S$60 issuance fee and S$30 multiple-journey visa (if applicable) on approval; the pass is issued in digital form and is valid for the course duration. Institute of Higher Learning applications take about 1-2 weeks, private institutions around 4 weeks; pass holders at approved institutions may work up to 16 hours/week during term under the work pass exemption.

For foreign professionals undergoing practical training in professional, managerial, executive or specialist roles in Singapore for up to 3 months; not renewable. Candidates must either earn a fixed monthly salary of at least S$3,000 (trainees sent from a foreign office or subsidiary) or be foreign students from acceptable institutions doing training attached to their studies. The training must be sponsored by a Singapore-registered company; a separate unpaid Training Work Permit exists for semi-skilled trainees and students.

For foreign entrepreneurs starting a venture-backed or innovative-technology business in Singapore; the company must be (or be intended to be) ACRA-registered and less than 6 months old at application. No minimum salary or paid-up capital, but the applicant must meet at least one qualifying criterion as entrepreneur (e.g. S$100,000+ raised in a single funding round, support from a recognised incubator/accelerator, or a strong founder track record), innovator (IP, research collaboration) or investor. First pass is valid 1 year; renewals (1 year, then 2 years) require growing business spending and local employment; issuance fee S$225; route to PR via the PTS scheme.

Foreign spouses of Singapore citizens or permanent residents are sponsored for an ICA Long-Term Visit Pass; spouses of citizens may qualify for the enhanced LTVP+ (3 years on first grant, up to 5 years on renewal, with work eligibility via a Letter of Consent and healthcare subsidies). Processing takes up to 6 months, shortened to about 6 weeks if the couple completed the free Pre-Marriage LTVP Assessment (PMLA); fees are S$45 on submission and S$60 issuance plus S$30 multiple-journey visa if applicable. The LTVP is a common stepping stone to PR under the Family Ties Scheme; approval is discretionary and marriage alone does not guarantee it.
