Under bilateral and CIS agreements, citizens of several post-Soviet states enter Tajikistan visa-free. Under a unilateral visa-free regime, citizens of all EU member states and around 40-50 other countries (including the United States, United Kingdom, Canada, Australia, Japan and South Korea) may enter Tajikistan without a visa for up to 30 days for tourism or short visits. The list was significantly expanded from 1 May 2024. Visa-free entry does not cover the Gorno-Badakhshan Autonomous Region, which still requires a separate GBAO permit, and it does not authorise work, study or long-term residence. Foreigners staying beyond the permitted period or for other purposes must obtain the appropriate visa, and stays generally require registration with the migration authorities.

Tajikistan's electronic visa, launched in June 2016 and issued for tourism through the official portal evisa.tj, is open to citizens of more than 100 countries who are not eligible for visa-free entry. The e-visa is valid for 90 days from issue and permits a stay of up to 60 days, for single entry ($30) or multiple entry ($50). Travellers visiting the Gorno-Badakhshan Autonomous Region (GBAO, the Pamir region) must add the optional GBAO permit for an extra $20 during the same application. The e-visa does not authorise work, study or residence, and foreigners must register their stay within the required period after entry.

The educational visa (category O - academic O-1 and practice/internship O-2) is issued to foreign nationals admitted to a recognised Tajik educational institution, for a period of up to nine months, and is renewed where the course of study runs longer. Applicants need an unconditional admission/enrolment letter and a petition from the institution, plus a notarised passport translation, an HIV/AIDS-free certificate and medical Form 038/u. After arrival students register with the local police within three days and submit documents to the Migration Service for a one-year registration; longer programmes are renewed annually. Before a foreign national may work, the Tajik employer must obtain a work permit (razresheniye na rabotu) from the Migration Service under the Ministry of Internal Affairs. Tajikistan operates an annual foreign-worker quota by sector: employers either apply for an allocation under the quota or, for roles outside quota categories, obtain an individual permit. The employer must be registered in Tajikistan and justify the foreign hire, submitting company registration, the employment contract, the worker's credentials and supporting documents. Permits are typically issued for up to one year and are renewable, and underpin extension of the worker's labour visa and registration. CIS nationals benefit from simplified arrangements.

Foreigners arriving in Tajikistan for more than six months must obtain a residence permit from the Department of Visas and Registration (OVIR) of the Ministry of Internal Affairs. The permit is issued for a term of up to five years for foreigners aged 16 and over, and for the full validity of the passport for those aged 45 and over, and is renewable. It legalises long-term residence (typically built on a work, investor, family/spouse or immigrant visa) and requires migration registration. Continuous residence of five years (or three years in some cases) is the usual basis for applying for Tajik citizenship, which requires basic knowledge of the state language.
